If an officer is dissatisfied with his/her performance rating, there is an appeal mechanism in our organization where the appeal authority is one level above the officer's superior. As a part of the talent review process, the same appeal authority serves as the chairperson of the talent review committee.

The concern is, is there a better process for appeal? In the above-mentioned process, the executive who has consented to the officer's rating in the talent review is the one assessing the appeal. How can we ensure more independence from the talent review committee?

The appeal can be resolved as per your organizational "Performance Management System" policy. If you do not get a satisfactory solution, it will automatically escalate to senior team members until it is resolved.
