If there are two unions one is recognised and another one is not recognised, the second union after jan 2019 they will complete one year. The recognised union gave its charter of demands in this month. Is there any right for the second union to participate in the talks after completion of One year?

The recognised union has the man date of submitting 'charter of demand' which has to be considered. There is also possibility that the other active union, not recognised though, submit their own 'charter of demands'. There is no bar on allowing the second union to take part in the negotiation. But the settlement agreement should necessarily be signed by the recognised union, whether the unrecognised union signs the deed or not is immaterial.
