Can the Management (HR department) participate in the Workers General Body Meeting ( On the side lines) as observers for noting down the discussions without interfering in their proceedings? Is this practice prevailing in Auto Industries?

I am not aware of any practice being followed in any industries. However your interest shown to participate in Workers General Body Meetings is not correct,unless you are invited. Your proposed action would amount to, interfering workmen's fundamental right hold a meeting to sort out their problem / grievances. Purpose for which holding a meeting is to vent out their grievances either individual / or for a group, can not be achieved. Both will be in embarrassment to discuss any points that Management personnel may be involved directly or indirectly.

What management has got to do with workers general body meeting, management has no right whether legal or moral to do so. Managements definitely have interest in knowing as to what transpired there in their own selfish interests, for this also they have their own people among the worker leaders who brief them after the meeting.
If in your company this is happening then it is like walking on a double edged sword which will cut both ways causing more damage to the peace & tranquility, Culture & harmony.

Dear Colleague,
Legally or otherwise , you cannot attend the GB meeting of workers' union in any non- member capacity .
I don't believe, it is a practice followed in any industry.
If you are curious to know what has transpired in the meeting , there are several secretive avenues available.
You need not be physically present to know it.

I hold different view, as HR Head I was invited to address the annual meeting of the workers and speak about the voluntary welfare measures we were implementing. But going there as observer and noting down the proceedings would be totally uncalled for, there is no need to eavesdrop on what happened in the meeting as there will be too many participants willing to disclose all what happened. Listen to the grapevine that will also help. Yet there is a need to keep a tab on what happened as it will give clue on what is likely to happen including the potential trouble makers.

Dear Friend,
The mangement or it's representative have no role to play in workers general body meeting so attending the meeting does not arise. The workman working in HR Department can attain the meeting, if they are members.
This meetings is specificaly for the member workers of that union. The mamnagement representative can only attain the meeting on an invitation from the group or otherwise No.
