We have searched to find the current minimum wages for contract labor under The Contract Labour (Regulation and Abolition) Act, 1970, and the Andhra Pradesh Contract Labour (Regulation and Abolition) Rules, 1971.
However, we could not find the exact current minimum wages.
We have only found information on Central Sphere dated 01.10.2016.
Is this information from Central Sphere on 01.10.2016 correct according to the regulations of contract labor under The Contract Labour (Regulation and Abolition) Act, 1970, and the Andhra Pradesh Contract Labour (Regulation and Abolition) Rules, 1971?
We have obtained a contract labor license from the Office of the Licensing Officer and Joint Commissioner of Labor, Guntur Zone, Guntur.
Are the minimum wages specified in Central Sphere on 01.10.2016 applicable to the Guntur Zone Contract Labour Office, or is there a different minimum wage rate being followed in this region?

Contract labor is not a scheduled employment but an arrangement to get the work done. Therefore, you will not find a minimum wage separately for contract laborers. What you have to do is to take the work done by these contract laborers and pay the minimum wage applicable to that employment. For example, if you have deployed labor to do welding jobs, you pay the minimum wage applicable to welders. If you have deployed gardeners, you pay wages as applicable to gardeners. Similarly, if you have individuals performing loading and unloading activities, you pay wages applicable to loaders.

Please find attached a copy of the AP Govt Gazette dated 19th March 2012, wherein the Andhra Pradesh Govt has notified the Minimum Wages exclusively for the contract workmen. Furthermore, in another Government Order dated 07th November 2012, the AP Govt has informed that the revision in Dearness Allowance (DA) for the contract workmen will have to be done once every six months, similar to other workers. Please read the notification carefully. The notification states that the prescribed rates should be paid to contract workers engaged in activities where no separate Minimum Wage rate has been fixed. This means that if you have a contract worker doing a specific job for which the minimum wage has been set by the government, that wage should be paid. On the other hand, if there is no such rate available, you can pay the wages as per the uploaded notification.

The querist had asked for minimum wage applicable for the contract labor, and he did not mention the industry where he had deployed the contract labor. Normally, governments are notifying minimum wage industry-wise and not for category-wise. For example, welders, gardeners, or loading and unloading workers are fixed with different wages and DA in different industries.

I am a bit confused. In A.P., Contract Labour wage is fixed separately. CPI points are common. But the rate per CPI point mentioned in Contract Labour is Rs. 6.55 for unskilled, Rs. 7.75 for Semi-skilled, Rs. 9.50 for skilled, and Rs. 11.85 for highly skilled. Similar rates are available for office staff. CPI points are published every six months, and the Labour Department calculates the wage based on these points. Furthermore, workers classified under US, SS, S, and HS are also mentioned. As correctly stated, the DA points published for 1-10-2026 to 31-3-2016 are 1208. In the case of Andhra Pradesh, Mr. Natraj is in the correct line.

Variable DA (Cost of Living Allowance) is Rs. 11.85, Rs. 9.5, Rs. 7.75, and Rs. 6.55 per point of increase in the Cost of Living Index above 847 points (base 1982=100) for Highly Skilled, Skilled, Semi-Skilled, and Unskilled employees, respectively. According to the notification, each point of increase in CPI above 847 will earn DA at the rates of 11.85, 9.5, etc. for each category of employees.
If the average CPI for the next 6-month period, as per the notification, is 1208, the points that will attract DA is 361 points (1208 minus 847). Therefore, a highly skilled person will receive DA at the rate of Rs. 11.85 for 361 points, which equals 361 x 11.85, or Rs. 4277.85. A skilled worker will get DA at the rate of Rs. 9.5 for 361 points, which is 361 x 9.5, or Rs. 3429.5, and so forth.
