It is too early to respond. The procedure is similar to the current CENVAT (excise) with some additions to maintain. Some clarification is sought from the FinMin about the procedure for the reimbursement of IGST to the receiving state. Let the government clear the queries.

HR is hardly going to be affected or involved in GST. GST is a combination of various duties and taxes. To HR there is not difference, except may be in pricing of canteen food.
