Can you tell us what you meant by " staff employees"? In employment context the term "staff" is a collective noun indicating all the employees of a particular activity in an organization such as teaching staff, non-teaching staff, office or clerical staff, sales or marketing staff or personnel. The Minimum Wages Act,1948 covers only an "employee" as defined u/s 2(i) of the Act employed in the scheduled employment.
