Can Form -16 of income tax is issued to only those who are under tax bracket.Whether HR Responsibility to issue form -16 to all employees.Please Seniors needs your advice

yes form 16 shall be issued to those employee whose TDS has been deducted by your company. any concern person who is authorized for tax deductions will be responsible to sign the form 16 & handed over the same to HR, the HR will issue to employee,
