You haven't mentioned the total no. of workmen in your establishment leaving us to presume that it is less than 100 so that no prior permission is required. Lay-off entitles workmen for 50% of the total of basic wages+D.A.only. As such their demand seems to be reasonable and you can consider it depending upon the frequency of lay-off normally declared in your establishment.
