Originally, the act was limited to pharmaceutical companies. However, there was a notification 3-4 years ago that extended the applicability to many more industries. You need to check that notification. I think FMCG companies are included.

Just checked. The notification number SO 217(E) dated January 31, 2011, has 10 new categories that need to be covered. Please check if your company falls under any of those 10 categories. Some of them include soap, cosmetics, household cleaners, disinfectants, biscuits, and soft drinks.
