I think that the job description can't be copied and pasted because it will depend on the needs of your organization. Hence, job descriptions can't be studied out of context, but they depend on the organization and the role.

For your second query, initially, you can try driving the recruitment fully internally, i.e., right from sourcing to scheduling interviews, etc. It may be time-consuming but also a learning process for you. If you cannot do it or don't have the time, then you can engage with a manpower services provider.
