The purpose of Fact-finding Enquiry which is also called as Discrete Enquiry is only to ascertain whether there is prima facie to proceed against an employee suspected or alleged to have committed misconduct, if any.Since it is conducted behind the back of the employee, the evidence if any, whether material or otherwise should not be relied upon in the formal enquiry. It is, therefore, not mandatory to share it with the delinquent even on demand unless it is adduced as a prosecution evidence in the formal enquiry.
