Workforce Utilization, also known as Overall Labor Effectiveness (OLE), can be calculated based on three parameters:
- **Availability** – The proportion of time used by employees to make effective contributions.
- **Performance** – The quantum of output delivered.
- **Quality** – The proportion of qualitative or saleable product delivered.
Calculating Availability
Availability = (The amount of time in which employees work productively) / (Time scheduled)
The amount of time in which employees work productively = The amount of time in a regular shift - (scheduled time for break + approximate unscheduled time).
Calculating Performance
Performance = Actual Output / Standard Desired Output
In this case:
- Output = Project or the number of projects or code (depending on the phase of the cycle).
Calculating Quality
Quality = Deliverables that meet the standards / Total Deliverables
Overall Labor Effectiveness (OLE)
OLE or workforce utilization = Availability x Performance x Quality
All expressed as a percentage.

Thank you so much for your response. I would also like to know how you would go about doing this. Do we involve team leads in this exercise? How do we obtain exact numbers?
Currently, our approach involves asking employees individually how much time they have spent on each of their projects, noting it down, and conducting an analysis on attendance hours and project work hours. However, we still face challenges in obtaining accurate numbers because we are uncertain whether the employee is providing the correct information for each project they are working on.
