Randeep Shani,
Many members on several forums have raised the issue of BLACKLISTING a candidate. To be brutally frank, this is not the way to put it; and inhumane too. We are professionals and should act likewise. There is never a situation that you cannot handle with some emails and verbal sorting.
To add, we don't have a national database of employees and their respective employers for any industry. If you are relying on the fact that the firms working in a given industry are interconnected with the legacies and that your mere pointing out the fact that a certain candidate is unfit to work with will end up having no jobs with the candidate, then this is not going to happen. Not in the near future at least. All you can do is send official emails to some counted organizations detailing the acts of this candidate and asking them to be on alert if he/she tries to get his candidature processed in their worthy organizations. This is all.
Now will that work? Maybe! What seems neatly unfair to you may not be an issue for others. Moreover, if the candidate sues you for being the obstacle hindering his future employment and thus not allowing him to earn his bread, you are in for some serious trouble there. Try to preempt the implications before you do something funny. All you can do is make your arena clean by rightfully chasing the inappropriate candidates off.

Dear Dassajal,
I have the same issue as Mr. Randeep. Could you please suggest the procedure to blacklist the employee? I completely understand that this is inhumane. But what to do if the employee harms the organization financially and in other ways. After giving a warning letter, he is continuously harming the organization. We want to blacklist that employee so that they cannot harm any other company.
