Unauthorised absence and stock inaccuracy are both independent issues and need to be kept separate. Stock shrinkage is a challenge anywhere and everywhere. That does not mean that I justify shrinkage. However, I recommend conducting separate enquiry for this. Do you have records of inventory accuracy ratios of the past? Has the ratio declined in the recent past? You cannot squarely hold responsible stores in charge for this. What automation your company has initiated to improve the inventory accuracy? In the enquiry records like indent, purchase requisition etc must be checked. Does the user department submit the indent and then only the material is issued? How frequently the stocks are checked? If issue of the material without indent is order of the day then this is your system's fault. Secondly, some shrinkage is natural. Have you identified allowable limits of shrinkage for various items? So please adopt different approach for this issue.
