I would like to inquire the following:-
1. In which state Contractual Labour Hiring has banned [Aboilshed} by govtt /High Court?
2. Is there any notification/ruling which said about ratio of hiring of contractual labour in a concern
3. Is their any compulsion to get certified Standing Orders within time when act applicable. Does Model Standing orders not govern the employment condetions in absence of certifying standing orders? if yes upto which time model SO can be applicable in a factory.
4. Who provides/made Model standing orders by central of state act?

My answers to your query in seriatim is as under:-
1. In which state Contractual Labour Hiring has banned [Aboilshed} by govtt /High Court?:-I don't think that any of the states have completely banned or abolished the employment of contract labour. The Central as well as concerned States are empowered to issue their own notifications banning the employment of contract labour in any process,operation or work in the establishments under their jurisdiction.The employers sometimes challenge such notification and High Courts as per their own wisdom pass necessary directions.
2. Is there any notification/ruling which said about ratio of hiring of contractual labour in a concern:-No
3. Is their any compulsion to get certified Standing Orders within time when act applicable. Does Model Standing orders not govern the employment condetions in absence of certifying standing orders? if yes upto which time model SO can be applicable in a factory.:-Yes, Section 3 of the Industrial Employment (Standing Orders) Act,1946 stipulates that the employer shall submit the draft standing orders within six months from the date the Act becomes applicable to the establishment.The applicability of the Model standing orders shall continue till the time the draft standing orders,so submitted, are finally certified.
4. Who provides/made Model standing orders by central of state act?:- I think you need to know the basics of Industrial Employment (Standing Orders) Act,1946.The Central and states have framed their own Rules under Industrial Employment (Standing Orders) Act,1946 and you will see the Model standing orders annexed to the same as Schedule-I.

Model standing orders are in operation till certified standing orders put into operation. It is to be done at the earliest. A procedure exists to get the certified standing orders wherein "Management, Workers (representatives) and labour department" is involved. For example A.P Labour Dept has its own procedure to process and issue Certified standing orders.
