It's not mandatory, but we still require smooth operations for HR activities. Additionally, after hiring employees, there may be questions regarding who approved aspects such as salary and replacement.

It all depends on the size of the company, its work culture, systems, and methods. However, as a sound procedure that works on the principle of accountability, it is always better to have a record of manpower planning, such as which department requisitioned the manpower and why, for future reference like HR audit, etc.

It depends on the policies and procedures established by the organization for manpower requirements. It may not be necessary that if an employee has left the organization, there would be a replacement. You need to demonstrate to management that the replacement is necessary. Hence, most organizations have an employee requisition form that contains details justifying the need for resources in the department, as this incurs costs to the department.

This also helps in planning the budget and costs by the respective department and HR to find the right candidate for the department as required.
