What is the purpose of a whistleblower policy in a private company? How can an employee benefit if the management has harassed or defamed an employee in the past? Can anybody describe it?

Whistleblower policy has to safeguard an employee if he wants to expose some wrongdoing in the company. The purpose would not specifically be to protect employees against "defamation/harassment," etc.
Does your company have one? Read it, and then you'll understand what purposes it would serve. Each company would have its policy - so very difficult to give a standard answer (some might not even have one).

Do we need a Whistleblower Policy or a culture in the organization? A document with guidelines cannot inculcate values. The guts to speak about wrongdoing and against the authorities, while being a part of the system, needs a fostering culture. Look into the apathy and intolerance to feedback received by the people in power. Your guidelines would be best written after understanding them.

Besides, culture is generally cultivated by the management team. Working environments are not the same across the board, and we know positivity in the work culture comes through the "See and Do" method. What you see from the seniors is what you do.
Maintaining a culture of 'dignity at work' reaps the benefits to overcome even a whistleblower policy. Many companies do not need any other external help to create a platform for the culture among themselves.
