If new employee don’t want PF to be deducted & submits letter to Hr and his basic is more than 10000/-,does employer has any liability to pay employer contribution? can anyone help on this

If an employee salary is more than Rs.6500/- p.m at the time of entering into organisation, he will not come under the purview of PF Act. So, you don't require to deduct from employee or contribute from employer side.
