Get dussehra mailer made from the agency
or
Get dussehra mailer to be made from the agency
In my opinion 1st one is correct but my colleague told me gramatically it is incorrect it should be the second one.
please help me ...

It depends on the context of the sentence. We do not know that. However, following are the options:
a) Get me/him dussehra mailer made by the agency (sentence implies that the mailer is already made and now you are asking someone to get it)
b) Get the dussehra mailer that is made by the agency (sentence implies that the you have more than one mailers and you are asking that agency has made. However, we need to add subjunctive "that" here)
