"Official tours" have to be connected to or related with with the work that one is employed for. In such a case the matter will depend upon exigencies, priorities, objectives and your suitability for the "official tour"!
I am saying this on the assumption that "spirituality" can and should be differentiated from "religion"!
I cannot quote any government rules etc as I am not familiar with these but I believe that question should be resolved on the above logic!
