I received an interview call letter from Hindustan Engineering as they have openings for HR freshers. They are requesting an amount of 1260 Rs to obtain the application form. I am unsure if this is a genuine opportunity to pursue.

The only way to really know would be to find the phone number or email address for the HR or Recruitment department in Hindustan Engineering and ask them. Now, what you don't want to do is to use the phone number or the email address from the email that you've received. Find these details from their website, JustDial, etc.
Without knowing specifically about Hindustan Engineering's recruitment procedures, I am fairly confident that no employer sells their employment application form. I'm not an HR or HR Law expert, but if I'm not wrong, it is specifically prohibited in one of the Central Government's Acts.
You've done the smart thing by posting this question on CiteHR. If you do contact Hindustan Engineering and get a reply from them, can you please come back and post it here for other people's benefit?

Please don't fall into the trap of fraudsters. Even I receive emails with the offer letters from reputed companies like Tata Motors and L&T almost on a daily basis. They ask me to submit Rs8500 for the interview process. They are fake, and it is a new way to dupe innocent people.
My sincere advice would be to "just avoid them."

I just called the contact number provided on the call letter, but no one is responding. I searched for information about the company on Google and found out that it is located in West Bengal. They do not have any office in Bangalore. In conclusion, the outcome appears to be fraudulent.

I can understand the desperation of an unemployed graduate, and I have been through that situation. I can tell you one thing for sure: no company, be it a startup, will ever ask you for a registration fee unless it is a consultancy. So, if some company demands money, it is more likely that it's fraud.
