Casual labor is always casual labor only. Casual labor means labor that does work of a casual nature, such as whitewashing, plumbing, or spade work, which are not directly connected with the main or core activities of the establishment.

They will not become regular employees. However, casual workers are entitled to all social security benefits, like ESI, EPF, bonus, etc. If a casual worker is employed for 240 days in a year, he is entitled to leave with wages in the succeeding year. Similarly, if a casual worker has been employed for 5 years with 240 days in each year, including days off, leave days, etc., he is eligible for gratuity as well. But he need not be called a regular workman, and he may not be entitled to benefits that a regular employee is entitled to, such as accommodation/staff quarters, lunch coupons, family get-togethers, etc.

Dear Sir, if any casual worker working continue for 90 days (3 Months), Is he entitle as permanent worker. Regards Shekhar Srivastava

No, a casual worker is not entitled to get regularization on completion of 90 days. However, if they complete 240 days in a year, they are eligible for statutory benefits as stated earlier. The concept of giving a one-day break, as in government services, will not apply to the private sector.
