Ask your IT dept to block all the general sites. As simple as that. Make your company IT policy and release it.

What work does the employee do? What is his workload (does he have pending work)? What is his immediate supervisor and manager doing about this? On Skype, what is he doing? Is he talking or chatting, and with whom? What is your company's policy about personal calls during work hours? All of these factors will have an effect on the action you can take.
