Dear Sir, If a employees has resigned and the management waived off his notice period, so he is authorized for leavencashment

Encashing leave and waiving off notice period are two different things.
In case, employer and employee has mutually agreed on waiving off notice period and not encashing leave on account of waving off notice,then its a different case.

Yes. He is authorized for leave encashment of earned leaves only. Sick leavesand casual leaves are not encashable.
