In the introduction, please incorporate the word "Reimbursement" as well.
Please check the spelling of "conscientious."
"Applicability" of "Future Employee" should be incorporated.
For travel arrangements, do you have a separate admin department?
Rental car permission should come from HoD/Plant Head, not HR.
Local conveyance reimbursement should be done within 7 days in any situation.
Travel beyond 150 km should be decided by the Plant Head depending upon the contingencies of work.
Please define B & C cities.
You are going to take an "Undertaking," does it mean that you don't want to trust your employees?

1. Suggest inviting the forms to the HR/Travel Desk after receiving approval from the Reporting Manager/Business Head.
2. You may specify the rules for the cancellation of approved travel.
3. There are a couple of places where you may need to make spelling corrections and adjust sentence structure.

I have cursorily gone through, but I could not find any provision for staying with relatives, i.e., claims without a bill. In such cases, lesser amounts should be specified. Also, provisions for certain personal expenses such as portage, laundry, etc., may be inserted.
Travel bookings cannot be planned while sitting in the office. The food allowance of Rs.150 and Rs.100 is considerably low, as if rates in substandard hotels have been considered.

Your Traveling Policy has so many pitfalls that it requires a complete overhaul. Your command over language is not up to HR standards. Please look into this. Also, do you think Chandigarh is an A-class city, and Kolkata and Chennai are B-class? What about Pune, Lucknow, Srinagar (which is always treated separately), etc.?
Do you believe a Director can find a decent place to stay in Delhi/Mumbai for Rs. 2500? What do you think about the Lunch/Dinner or, for that matter, Breakfast Buffet? Rs. 400 is peanuts in the North. A poor director or a senior personnel cannot even offer his subordinate to join for any meal during joint working.
In my opinion, you need to consult someone senior in the game to help you out of this tight situation. I am honest and sincere about your professional progress. Hence, this communication.

Additionally, boarding expenses should include breakfast, tea, lunch, and dinner.
