I would like to know if any HR and any employee join a new organization and recently there is no HR. So, if the new HR wants to fill out the ESI paperwork for the new employee, what is the procedure? Which form does HR have to fill out and to whom does he have to submit it?

Please check the ESIC website for all the details regarding the registration in the [SignUP](http://www.esic.in/ESICInsurance1/ESICInsurancePortal/Signup.aspx) link and take all the forms for printing. Obtain the address of your region and personally approach the office to seek advice from the staff.

I guess your question is regarding ESIC New Joiner... then nowadays it's all done on Sun Java System Application Server - Server Running. Just open the site and if your company is already registered under ESIC, you should have given the ESIC Code as the user ID and password. Just open your company's account and fill the New IP Detail form online, and an Insurance Number will be generated automatically. This is all you have to do nowadays. If you want to know anything else or the old procedure for new joiners with ESIC, please let me know.
