In most of the organisations, people are holding higher positions without any empowerment or delegation of authority. In other words, their hands are tied so much so that no decisions can be taken by them even for small affairs. They look up to still higher officials for a decision, whereas work alone is extracted from them. In such cases, pessimism and disinterest leads to "Victim Syndrome". Also, they are not able to speak out.
