Dear Nagendra,
You can devide your organisation into small - small groups giving group numbers & appoint a group leader for each group. And Over & above a central safety committee can be made including all group leaders & other members. Place a formal SOP in this regards identufying the function of the safety committee, formation, duties, frequency of meeting, MOM format etc. By this way you can do it.

I have gone through furthe regarding the BPO's and got the following from net...
"The main law or regulation that affects BPO companies in India is the Indian IT Act 2000. Other legal regulations that affect this sector are the Indian Penal Code Act, Consumer Protection Act 1986, Indian Contract Act 1972, Specific Relief Act 1963, Indian Copyright Act 2000, and the Product Patent act 2005. "
I don't think any of the above legalization asking to form a safety committee.. Still as you wish you can make one... As per factories act the same must be having equal participation from workers and management under the chairmanship of one of the top management exwcutive who is having the decision taking power, even to stop a plant...
