LOCal person doesn't only means a person beloniging to the town/city in which your Industrial Unitis situated. It also means the people from that particularl state. It also means persons who have migrated from other state and has been in that state for a period of 15 years or more. Hence, instead of bringing our organisation in lime light in the eyes of govt., you have a big domain to recruit people from.
ALthough there is no penalty, there might be strong objections from the govt.

Dear Friends,
I am also unaware of ELP-2. I did google search also. I found ELP-1, a form of declaration regarding employment of lacal person. I could get that both the forms, i.e. ELP-1 & ELP-2 are under MSMED Act 2006.
