I am sharing with you a small case study; please provide me with your insights. The question is:

"You work for a firm of HR consultants and have been engaged by the organization to design a performance management system for a particular section of their staff."

Team supervisors in a local government authority

The authority's structure has a number of large divisions, each headed by a director, with each division providing a particular service such as social services, housing services, and education services. Within each division, there are between five to ten departments, each offering specific services like housing repairs.

Each department has a manager with four or five supervisors reporting to him/her. Each supervisor oversees a team of between 10 to 20 staff members covering a particular local area.

Each department has a set of annual service objectives linked to the strategic objectives of the division and, ultimately, to those of the authority as a whole. Each team is required to deliver services to support the departmental objectives.

Thank you for your quick reply. It is the performance of the team supervisors that needs to be managed. Each department has a set of annual service objectives that are linked to the strategic objectives of the division and ultimately to those of the authority as a whole. Managers expect supervisors to work together to share knowledge and ideas and to try out new methods of working efficiently. Moreover, managers are also concerned with the variety in the quality of team supervisors.

Is this a hypothetical case or a real scenario in which you work and are seeking answers? If it is the latter, in which country is this local authority situated?
