Is it mandatory to file the Annual Returns viz. Form NO 20, J.K.L and M to Inspector of Factories . If not so kindly send me the circulars along with notification.

First see under which of the central or state Factory Rules you are required to sent these annual returns & thereafter go through your applicable Rules to see under which form No & to whom you are to send these returns. Form J,K,L & M seems to be relating to Maternity Benefit Act & Rules. For this also proceed on similar lines.
