I have come across a case study where candidates are good and they have good practical knowledge. Company has an expansion plan and they are recruiting candidate but terms and conditions are less ctc than current ctc.
Why candidate would join organization and what could be actual strategy behind offering less salary??

Either the company wants people who doesn't possess any capabilities so offering them less.
Or might be they are trying to exploit the job market scenarios or candidates situations
