A salary slip is sufficient to issue, and no other document is required during the financial year. If the employee falls under the tax bracket, Form 16 shall be issued after the completion of the financial year.

It is always advisable to mention the purpose for which the salary certificate is being issued. Hence, whenever an employee asks for a salary certificate, ask them to specify the purpose. If no purpose is mentioned, at least include a statement that the certificate is being issued for personal use. In this way, the employee will not be able to misuse the certificate.
