Dear Monika,
You have two options to choose a topic: one, find a supervisor who has a funded project to work on and (s)he will give the topic and guide you; two, do a literature survey by searching the web to see what is being done, how and why that way and see if any of the topics where there is a gap is to your liking.
I am not an HR expert; however I know about doing research and publishing papers.
