will you please clarify that an firm primarily engaged in coal extraction, which has to maintain a canteen towards fulfilment of statutory obligation can be outsourced to a contractor or not? Canteen outsourcing is offloading all the jobs including cooking/preparation of food at a designated place? Will that amount to regularisation of labours engaged by contractor in meal cooking? Can any Hon'ble Supreme Verdict related to this? If yes, please quote.

You can outsource the canteen work to a contractor. Since there exists no employee employer relationship between the contractors employees working in the canteen and you, the employer they can not claim for regularisation in your company.
