Dear Vivek,
Every organisation has a different plan/ SOP (standard operating procedure) for their respective facility.
You may either outsource the service or hire people on roll and manage things. In either case you need to take care of couple of things-
1. Total area and number of Houskeeping boys/ ladies needed.
2. Schedule of cleaning/ dusting/ waste diposal (how many times in a day)
3. Monthly budget and material required for the overall housekeeping of the facility
4. Pantry housekeeping is seprate

While manaing housekeeping get used to working 24*7 as the phone starts ringing as early as 6am :-)
