You can apply for your H1 visa wherever you are. Since you are in SA, try Jeddah. Once you have the visa, you can travel to the US by any route you choose, through India, or any other way.
Wherever you are, you came there on a legitimate visa.
Similarly, you have to obtain a visa for visiting any country.
If you want to go to a country, you require an H1 visa. Contact a friend in India who is helpful, then through him contact a consultancy. You may approach a consultancy where you live at present. If you have correct documentation and no false information, it is easy to get an H1 visa, provided THE GATES ARE STILL OPEN.
Please try through a close friend. You will succeed.
Technically, you can do your visa interview at any US Embassy or Consulate, though I wouldn't recommend it. You should always go to your home country (if possible). Staying in India will not affect your H-1 application.
