Dear Kapil,
Your input is confusing. What is official or unofficial?
It is not a grapevine. After having passed in both the houses of parliament, the bill is sent to president of the country.
The bill converts in to Act only when president gives consent.
The payment of gratuity act has been approved by the president after parliament passed the bill. that's why it is called payment of Gratuity amendment act of 2010.Now what is left is the date of implementation which at any time govt. can notify. For this date, Govt. need not to go to parliament and president again.
Hope the things are clear to you now.

i've been working in kinshasa (d.r.congo) (and im local) for a company based in dubai, since january 2009 onwards. i was having three months contract renewed three times, meaning 9months contracts, and ever since my contract hasnt been renewed on the grounds that the company in drc was just settling, in the meantime im still working for that company and get regular salary, instead i get a copy of payslip (... which i had to fight to get it), its the only proof i have to show that my working contract has gone way beyond 9 months. luckily my country recognizes common law, even though everything is signed under the company based in dubai. will i be aligible for a gratuity, as a local working for a uea based country? will i get stuck somewhere? what would u advise me.

Government has now notified that the date of effect is from 24th may 2010. However it remains a moot point as to who decides the date of effect and what is the criterion all seems hazy. Parliament nods okay. But why the same parliament is silent about of date of implementation and why such powerful parliament shrugs its responsibility of date of implementation. A man or woman retiring on 24th gets rs. Ten lacs and a man or woman retiring a day(or a month) earlier gets short of six and half lacs. He or she would be in tears. This is pathetic.
