If the gross salary is not more than 10,000/- so, ESIC will be applicable.
So, ESIC is applicable on arrears amount also.

Not sure what you are calling by Arrears.
If this is about amount withheld having accounted and been entered in Payslip, now being paid, I suppose it should had been subjected to ESI already.
If this is about wage revision or additional amount paid, probably, we have look into headers and accounting system.
If wage is revised, most of the calculation will be based on Basic and DA thus will attract ESI.
If the revision is on washing allowance for uniformed staff and similar exempted amount, ESI need not to be paid.

Yes you have to deduct the PF/ESIC & also Profession Tax when there is a arreares payment due to revision of salary of employees based on your revised salary. But you have to take care of those employees who crosses the limit of Rs.10,000.
Suppose your salary revision declared in the month of June & you have to give effect from April onwards. Now there is a employee who draws a salary form April say rs.8000 gross & due to revision his salary has crossed the limit of Rs.10,000. In this case you have to deduct ESIc payment on Rs.10,000 up to September & after payment of September you can not deduct his ESIC.
We have to submit our ESIC returns Apr-Sept in the month of october & Oct-Mar in the month of April and you cannot withdraw any member in beween these half yearly return. You have to deduct his contribution till half yearly return.

Contribution are as follows : Employer 4.75% Employee 1.75%
