Hi friends,
I would like to know if there is an ILO convention on 13th month pay. Is it a negotiated and statutory provision in ILO affiliated countries or a practice that is generally accepted industry wide.
I have been searching with nothing but the philipino law in support of it.
I would be grateful for any assistance.

There are no ILO Conventions on 13th month payment. You will find conventions and laws on minimum wages but not the 13th month payment. In most countries, including Malaysia where I hail from, bonus is either in the contract of employment, a discretionary payment by employers or is negotiated during the process of collective bargaining.
