I want to send E-mail to manager department in company that I want to meet him to discuss the offer that they send to me, but this is the second time, I feel that the offer first time is good, and I agree, but after a few days I think about it again and find that its not fair.
Can you help me to write this E-mail ?

Request for a meeting seeking genuine guidance and support towards the role. Talk to him in details , when you meet him.
You had already accepted it earlier. There is no going back with your decision. However, since you are convinced, that your reasons are valid, research to support it with data from the industry.
If you have personal reasons to be considered , state your needs openly. You cannot sign in for a job and continue to compromise. It will affect your performance. Remain open to the support that you are offered. It need not meet your wishlist, but the fact they tried to accommodate your concerns , might help you find a foothold.

Since you have accepted the first offer, you should continue on the same offer and if you are not satisfied serve resignation and serve notice period and try for the next job. If management wants to consider based on your valuable reason, they will renegotiate. That is only the way. Because any HR cannot put up revision again and again, as per your changing mood.
