Hi,
I have not received any training since 1 year-even though it is mandatory to have minimum 7 days training in a year in my company.I have already given a feedback to our HR department.But my reviewing officer is the main culprit.What should I do?

It is advisable to convince your reviewing officer about the need for training. If the HR can nominate you for training and can instruct your reviewing officer, try this method but there may be a risk that your reviewing officer may not take it kundly. So be tactful. these are sensitive areas at work placees.

As you have not given enough information about your organisation and its financial position it is difficult to make comments. However I like to raise a few questions, as Saikumar has given a good answer.
Do you have an appraisal system in which either you or your reviewer has identified areas for development that could benefit from training, to improve organisation's effectiveness?
Is it just you that has not had the mandatory training? Normally, when a company is in the phase of saving money, it's the training of staff that gets hit.

I am working here from past 8years. I have not undergone any training on my own. No cost cutting is going on either.

Dear Rupali,
I am rather surprised that you have cut and pasted my question in your response, including the typo. If areas for training have been identified, can you undertake training on your own? Find out where you can get training on the areas and then approach the company for time off/reimbursement of the cost (If not in full at least by 50%).

Don't fret about administrative policy minutea. If your reviewing manager doesn't care, neither should you.
Just record the fact properly that you reminded him or her a several times. Always send the reminder in email. Never verbally.
If still nothing happens, thank the heavens, because you got some time for yourself and spend that time doing something more productive.
What's the point in attending training just to pass a stipulation? Instead, read a good book, or do whatever basically. Anything that is in alignment with your goals.
Ask yourself what you want and then do the things that will get you what you want.
