Dear Rahman,
Before you think HR, request you to work on your legal knowledge with respect to the standards to be maintained in Dubai.
The workforce you manage would have to meet the legal standards.
HR Policies for compensation and benefit , might still remain as per your industry standards, with a little change as per your environment.
What is the strength of your firm ?

Hello Rahman,
HR policies have two crucial aspects. 1. Mandatory and 2. Productivity. While it's easy to handle the mandatory legal aspects, converting HR polices into a powerful tool for improving productivity needs a bit more thought and innovation.
You should first look at the long term objectives (could be a five-year plan) of your company and then design a program that will take all your employees to a level from where they can contribute and add business value.
Pls tell a bit more on the domain you are in, the level of competition etc. Or, if you share your Email, my colleague in Dubai can assist you with the preliminaries.
Cheers,
Ganesh
