Need your opinion with case laws if any:
Case:
The bank gives the contract to a managed service provider (MSP) to carry out ATM replenishment & ATM maintenance work. Then, MSP gives a sub-contract to another agency for this work (CRA) & CRA agency engages the required manpower for ATM cash replenishment, who are just withdrawing cash from the bank & left for cash loading. The bank don't supervise the work of MSP & CRA. The Bank just gets the required reports from MSP & CRA after cash loading. The same workmen also do the ATM loading for multiple banks.

In this case, is it necessary to obtain CLRA registration and licence? If yes, who will be the respective labour authority for MSP and CRA (central or state government)? Which MW is applicable to these workmen?
