Greetings! My name is Jafer and I am a security officer at a research and development pharmaceutical, I needed your assistance, Recently company has purchased an ambulance for which I have to make an SOP, so will you help me a little, Can you help me by creating a Standard Operating Procedure (SOP)
Please share with me the ambulance policy if possible.

Dear Jafer,

An ambulance is a capital asset. While purchasing the capital assets, these are purchased with a purchase. There has to be clarity on who will use it, for what purpose will it be used, who will use it, how to record the operating expenses and so on. It is the duty of the management of the company to prepare a policy on the usage of the company's assets and then hand over the assets to the user department. One cannot have an afterthought about the usage.

Anyway, while designing a policy on the usage of the ambulance, you can include the following points:

a) The ambulance is to be used by whom and it will not be used by whom? Will it be used for 24 hours?

b) What will be the charges per use? Who will collect the charges? How these will be collected? Who will deposit the money, where it will be deposited and when will it be deposited? Who can use the ambulance without paying any charges? What approvals are required in such cases?

c) Who will record the kilometre readings and what will be the format?

d) How to ensure that the ambulance is not misused?

e) What will be the duties and responsibilities of the driver(s)?

f) Who will track the petrol and maintenance expenses?

I hope the above questions are sufficient to design a policy.

Ambulances are usually used for the purpose of rendering immediate transportations service to people in general.
It therefore means that it can be used by any one in case of emergencies.
Now that the company owns the ambulance it is obivious that those employees who work at company will alwyas have prioroty service.Paid or not paid is the call of management.
Simple points are -
-1) Ensure that ambulance is equipped with all necessary equipments.
2) Ensure that the adminstration departments takes the cahrge of the vehicle and assign the people to take care of the vehicles and ensuare movement records and loging.
3) Set out Inspections standard and audit system to ensure that vehicle remains operational always.
4)Ambulance being the medical services vehicle it may need registerations and appropriate approvals from concerned local authorities.It should also have wide spread awarness about availability of ambulance services so that it is accessible when in emergency.
5)Having said all the above,The ambulance services is for medical emergencies and needs to be operational at all times 24x7

Purchasing an ambulance is one part, getting a registration is another.
There are checks done by outside agencies nominated by RTO to certify that it meets the requirements to be registered as an Ambulance.
As rightly pointed out, thought process must have gone for it's intended use.
Make SOP based on inputs provided by the members.
If it is for commercial purpose, single ambulance will not provide ROI, unless it is associated with a running hospital

As a being security officer, its good that you are worried about Ambulance.

As per my opinion as per factory act 1948 FMO- factory medical officer is responsible to take care of OHC and Ambulance. So let him to make SOP.
As per FA 1948 , use of ambulance to be one only for patient transportation.

Anyway Ambulance should have
1) Ambulance check list
2) Ambulance log book / Movement register
3) All legal document :-
eg- Driver's license for heavy vehicle.
- Valid PUC
- Insurance
-Fitness certificate
