We are IT/Embedded Systems company in Gujarat. Due to lockdown, most of our employees are working from home. Since government have eased the lockdown, we are allowing some local and office cleaning/production staff to resume work. Our issue is with cleaning/production staff. Right now cleaning/production staff with owned vehicles are able to come and employees who do not own private vehicles are not coming but all of them are getting full salary. We don't have facilities to provide company transport for employees.

Need suggestion on what can be done in this kind a scenario. There is a question of fairness because, right now, those that are actually working at the office are getting paid the same salary as those that are sat at home. Are we allowed to have salary cut, layoffs or furlough?

Please advise.

Try and see whether some informal pick up attempts can be planned by employees with vehicles, maintaining due safety precaution of masks and gloves.
Or hire a vehicle for pick up for some time.
Sure that Anand is not too big a city.
Cutting salaries, wages, giving furlough is not the best way ahead.
Consider shift system for workers.

Instead of salay cuts for those working from home, why don't you think of incentivising those who come to work...give them additional benefits.....this is not the time to be calculative....try to be employee friendly.....
