I require clarification on the following: A contractor has two different contracts in the Central PSU with Central Wages. In one contract he deployed 19 labourers (15 labourers + 4 Retired Railway employees) and in another contract, he deployed 10 labourers. Is it mandatory to obtain a labour licence as per the Contract Labour Act?

Yes, He himself is a principle employer as per the act.
On his company's role he is having 20 plus employees.
Ask him to take license under CLRA, because many of the reputed companies are looking for licensed contractor for their contract labour engaged works. They are also insist to take separate code for PF and ESI.

Minimum wages for unskilled labour in Pharma,Eng is now Rs.248 /Day inclusive of Basic and Da.Apart from this your have to add 5% HRA in Maharashtra this is mandatory for a plant having 50+ workers
SEZ has no effects on Minimum wages as per the law concerned
