Dear All,
I would like to have a clarity about TPI(Third party inspection) certificates for lifting tools 7 tackles. there are few situation i came across and actually want to know the correct answer for my concern.
My question to everyone here is: Does TPI required for Lifting tools and tackles (brought in less than a year) if they come with a manufacturer certificate.
I heard that the manufacturer also gets tested by a competent person before providing a manufacturer certificate.

Dear Mr. Vineeth
If the tools & tackles is come with a manufacturer certificate, then also you have to get the competent person certificate for the particular state where the tools is being used... Example a tool which is certified by the competent person in Maharashtra, that certificate is only having validity in that particular state & is not having validity to use in any other states...

Dear Vineeth,
If the person signing the manufacturer's test certificate is a competent person recognised by the state factory inspectorate , then it is not necessary.
Other wise you must get a test certificate from competent person in the prescribed format before the first use. Failure to do so will be a non compliance of the legal requirement.

If the tools and tackles are purchased directly from the manufacturer and after installation the Manufacturer must certify for its working condition. But if you shift the same from one point to another place then for every shifting then TPI must invariably be obtained.

Dear Mr. Vineeth,
As per Factories Act 1948-Section 29, any lifting machine/ lifting tackle used within the factory should be certified for use by a Competent Person. The validity of that certificate is 1 year max. If you have bought the said lifting tools/tackles within a year and if you have the manufacturer's test certificate containing certification by a competent person then separate certificate is not required. However if the manufacturer's certificate was issued over a year ago, then you must get it inspected and certified by a Competent person before putting it into use.

Yes,TPI is required. Thats why importance of TPI is there.
Is it new or old, either comes with Test certificate or not, that does not matter.
in which conditions it stored at mfg store, how it is transported, so before its taken for first use it should be tested by TPI competent person is required.
