We are a startup IT firm. I would like to know what are the basic Benefits that are to be given for an employee in a startup?

I guess a lot would depend on the amount of money a startup is willing to spend and the culture you want to build. For example some startups provide laptops, free lunches, travel reimbursements, movie tickets, employee of the month gifts/recognition. But then again I had heard that Snapdeal does not provide "free lunches" - their culture was different.
So really it depends on the culture you want to promote and what is necessary to keep your employees happy and content. Measures can be put in place based on what the competition is doing and also on what is required to help/encourage the employees perform better.
