Some of our employees are working for the customer at his place to provide maintenance and continue other project related issues. Such employees are sent to the customer's site and they will be working there on temporary transfer basis. Customer will provide official accommodation for such employees by charging nominally. The problem is that the local people are not allowing them to work and they are threatening them with dire consequences if they continue work. Local people are demanding that the we should appoint local people for doing such works. But customer is not accepting for this as there is no abundant local talent existing in the area. They are assaulting them physically in front of family members. The customer is asking them to give a police complaint. Under these circumstances what we should do? Is it not the responsibility of the customer to provide security to the personnel working with them. If police complaint is given by non local employees, the situation may deteriorate further. Please guide us on this issue by giving reasonable options.

I strongly feel that the security part of the employees who are working with the customer is the responsibility of the customer only but the primary responsibility lies with the employer hence the employer should ensure that type of condusive atmosphere at customer's place otherwise better not do deploy because:
# managing the local issues will be difficult for the employer
# providing security at other's place may not be possible
# employee feels that why he should work in an threatend area
# employee may not be interested to go in to police records
# any human being will be working for their bread / butter and for their family hence employee may reject to relocate
# possibility of lot of insecurity among employees
# employees may leave the organization and opt for peaceful life by working in other organizations
# company's image will go down in the market
# even employees appraoach police the situation may worsen
considering all the above points you should demand the customer to own the responsibility and make necessary arrangements so that your employees will work comfortably and deliver the goods failing which it will be better to scrap the contracts / agreements or else if possible better to complete the process at your place and deliver.

considering all the above points you should demand the customer to own the responsibility and make necessary arrangements so that your employees will work comfortably and deliver the goods failing which it will be better to scrap the contracts / agreements or else if possible better to complete the process at your place and deliver.

Further to what Kamesh suggested, pl confirm the Security-related terms you have in the MoU/Agreement between your company & the customer. A lot--of the options open to you--will depend on this aspect.
Coming to your line "The customer is asking them to give a police complaint", Pl ask the customer to lodge the police complaint, since, primarily, it's THEIR HR/IR problem. And in case they don't do it, it's YOUR COMPANY'S HR that will have to lodge the Police Complaint ON BEHALF of the company's employees & NOT the employees @ the individual level.
You haven't mentioned the size of the customer company--if they have a Corporate office elsewhere, suggest escalate the issue & take it up with their Head Office.
You haven't mentioned the type of project your employees are involved in--if it's [meaning the 'customer's activities'] got to do with anything related to land acquisition for projects such as power plants, etc, then I think the problem is MUCH LARGER than just 'preventing to attend duty'.
The Worst-Case-Scenario--at this point of time--seems to be to suspend your employees' activities @ the site TILL things are sorted-out between your company & the customer @ the official level. Suggest involve your company's legal counsel--since such situations COULD have legal implications later. It's better to take action with such long-term aspects/parameters in mind.
